Countywide Police Staffing Shortages Impacting Both Bedford PD and Lawrence County Sheriff's Office

Across Lawrence County, overnight public safety relies on a thin blue line—and it’s getting thinner for both city and county law enforcement.

While our previous report highlighted the overnight patrol standards for the Bedford Police Department, public records and department briefings show that the Lawrence County Sheriff’s Office (LCSO) is navigating the exact same staffing pressures. On certain overnight shifts, as few as two sheriff's deputies are available to patrol the entire county.

To understand why our local agencies are feeling the squeeze, we broke down how county and city coverage operates, how state police assist, and why this is part of a nationwide trend.

1. The County Reality: Covering Hundreds of Square Miles

  • Massive Patrol Area: Unlike a municipal department focused within city limits, Lawrence County deputies are responsible for covering hundreds of square miles of rural roads, townships, and unincorporated areas.
  • Overnight Staffing Strain: Due to active vacancies, medical leaves, and shift coverage limits, there are nights where only two deputies are on duty for the entire county during the midnight shift.
  • Back-Up Challenges: When only two deputies are on duty, responding to a single high-priority call that requires two officers can temporarily leave the rest of the county without an active roving patrol.

2. Inside Bedford's Overnight Patrol Operations

In an official statement to Lawrence County Transparency & Records, Bedford Police Chief Terry Moore detailed how the city manages its overnight (Third Shift) operations:

  • Department Standards: BPD aims for a minimum of four patrol officers on duty. On weeknights (Sunday–Thursday), unexpected illness or approved leave permits third shift to operate at a minimum of three officers to ensure continuous service.
  • Weekend Minimums: Friday and Saturday night coverage strictly maintains a minimum of four officers due to higher call volumes.
  • Hiring Pipeline: BPD currently has two candidates moving through the hiring process (which takes 3 to 4 months for testing and board approval), one new officer undergoing initial road training before the academy, and officers out on approved medical leave.

3. The State Police Safety Net

Both the Sheriff's Office and Bedford PD rely heavily on inter-agency cooperation to keep the community safe overnight:

  • Indiana State Police (ISP) Support: ISP routinely has one to two troopers actively patrolling Lawrence County during overnight hours.
  • Crucial Backup: While ISP troopers operate under state jurisdiction, their presence inside city limits and across rural county roads provides vital backup for both local deputies and city officers when call volumes spike or staffing drops.

4. A National Crisis, Not Just a Local Problem

It is important for taxpayers to understand that local leadership isn't facing this issue in a vacuum. Law enforcement agencies across Indiana and the United States are facing an unprecedented staffing crisis driven by:

  • High Retirement Rates & Fewer Applicants: Departments nationwide are competing for a smaller pool of qualified recruits.
  • Lengthy Onboarding Timelines: Between background checks, board approvals, hiring delays (3–4 months), and academy wait times (8–12 months), replacing a single retired officer can take over a year.
  • Burnout & Extended Shifts: Existing officers and deputies are working mandatory 10- to 12-hour shifts and giving up vacation days to keep shifts covered, leading to severe fatigue.

Whether it is a Bedford police car on 16th Street or a Sheriff’s deputy patrolling rural roads near Mitchell or Oolitic, the men and women currently on duty are taking on massive extra workloads to keep our communities protected.
