ICE Operation Nets Over 400 Arrests Across Indiana, Sparking Safety Claims and Local Economic Fallout

INDIANAPOLIS — U.S. Immigration and Customs Enforcement (ICE) officials confirmed Wednesday that a multi-day sweep titled “Operation Safe Community – Indiana” resulted in 426 total arrests across the state between August 30 and September 3.

According to ICE Enforcement and Removal Operations acting Assistant Director Patricia Hyde, the targeted operation highlighted inter-agency collaboration.

“This operation underscores the fact that when law enforcement agencies cooperate, the American people are safer,” Hyde said in a statement.

ICE officials stated in a press release that those taken into custody during the operation included individuals with criminal records or pending charges for sex crimes, assault, weapons offenses, domestic violence, and drug trafficking.

“Every alien arrested during this operation was in violation of U.S. immigration law. Indiana is safer today as a result of the hard work of our ICE officers,” said Raymond Hernandez, deputy field office director of ICE Chicago.

Despite statements from federal officials emphasizing public safety, local immigration attorneys and business owners report significant fallout and uncertainty in the wake of the enforcement actions.

Dallin Lykins, an immigration attorney with Indianapolis-based firm Banks and Brower, voiced concern over the predictability of the legal system following the sweep, pushing back on claims regarding the criminal backgrounds of all those detained.

“What used to be a little more certain — you could explain a process of how the immigration laws work and how the system works... now it's hard to explain that process because I can't promise that process will be followed,” Lykins said.

Lykins noted that many clients his firm represents were detained without any prior criminal record, adding that the enforcement actions are impacting individuals actively trying to navigate legal channels.

“It can impact businesses, their consumers... we’ve spoken with employers who have employees that are going through the process as best they can through the immigration system and are still getting detained and losing their jobs,” Lykins added.

Local Businesses Feel the Strain

The impacts of the operation are being felt directly by small business owners in impacted commercial corridors.

Two weeks after an ICE raid led to multiple arrests at the 54 Beauty Lounge in Lawrence, nearby businesses report that while storefronts remain open, customer traffic has plummeted dramatically. Business owners say residents—both documented and undocumented—are increasingly hesitant to leave their homes out of fear of further enforcement actions.

In the Pendleton Pike Shoppes plaza, the owner of a local Honduran restaurant reported an 80% decline in sales following the operation, forcing the business to lay off employees to stay afloat.

Federal officials maintain that enforcement operations will continue to prioritize individuals violating federal immigration laws, while community advocates and legal experts warn of ongoing economic and social disruption across Central Indiana.
