State Grants and Standard Protocols: What You Need to Know About Bedford Police Body Cameras

The Bedford Police Department’s use of body-worn cameras is a state-funded initiative subject to strict compliance and accountability requirements designed to protect the public. However, key technical setup differences between local agencies highlight major gaps in how objective video evidence is captured during police stops.

The Financial Investment & Lack of Dash Cams In 2022, the Bedford Police Department was awarded a $13,200 grant directly from the Indiana Department of Homeland Security (IDHS) to fund the purchase and deployment of body-worn cameras. This financial boost was distributed as part of a matching grant program, allocating state appropriations to help local agencies acquire essential recording technology.

Unlike neighboring agencies, the Bedford Police Department operates without dashboard cameras (dash cams) in their patrol vehicles. Because there is no vehicle-mounted camera to record driving behavior or traffic encounters, the body-worn camera worn on an officer's chest is the sole source of objective video evidence.

Bedford PD vs. Lawrence County Sheriff's Department: Tech Setup Not all police camera systems function the same way. The equipment configuration chosen by an agency dictates whether recording happens automatically or depends entirely on human memory:

  • Lawrence County Sheriff’s Department: Utilizing automated trigger technology, their camera systems are integrated directly with their patrol vehicles. When a deputy activates their emergency overhead lights, the camera system is automatically triggered to start recording, eliminating human error during high-stress traffic stops or pursuits.
  • Bedford Police Department: Officers must manually hit the record button on their chest to activate their body camera. Turning on their emergency overhead lights does NOT automatically activate the camera. If an officer forgets to press the button when flipping on their lights, no recording occurs during the most critical moments of a encounter.

The Impact of Manual Activation Rules When an agency relies on state grant funding but uses a manual-only system, strict Standard Operating Procedures (SOPs) must be followed. Officers are mandated to activate their cameras at the very start of an enforcement contact, such as initiating a traffic stop or pursuit.

Under standard compliance rules, if an officer fails to press the button, they are required to immediately notify their supervisor and formally document the specific reason for the failure in their written incident report. When manual activation fails and no dash cam exists, the state-funded investment is undermined, leaving the court system without objective evidence and placing cases entirely on contested verbal accounts.

Public Rights & Local Accountability Citizens have the right to inspect how these systems are managed. Under the Indiana Access to Public Records Act (APRA), anyone can submit a formal request for a police department’s complete body-worn camera policy to verify activation rules and hold local law enforcement accountable to state standards.
