Over the past several months, residents across Bedford, Mitchell, and rural Lawrence County have reported growing frustration over inconsistent mail delivery—including going two or three consecutive days without mail service, even on major thoroughfares.
Many residents relying on the USPS Informed Delivery app report seeing daily photo previews of incoming mail, checks, or bills, only for those items to arrive days later or disappear temporarily.
We looked into the operational mechanics behind local postal routes, federal staffing rules, and why filling route vacancies isn't as simple as posting a job opening.
1. The "Informed Delivery" Misconception
One of the biggest points of confusion for local households is the USPS Informed Delivery feature.
- Where the Scan Happens: The digital photos you see on the app are taken automatically on high-speed sorting machines at regional processing centers (such as the main facility in Indianapolis), not at the local post office in Bedford or Mitchell.
- The Transit Lag: If regional transport trucks are delayed, or if a local route lacks an assigned carrier on a given morning, mail that was scanned in Indianapolis the night before may sit at the local distribution unit until coverage can be arranged.
2. The Staffing Bottleneck: Why Vacancies Stay Unfilled
Why can't the postal service simply hire a new dedicated carrier when a route goes unmanned for weeks or months? The answer lies in federal civil service regulations and collective bargaining agreements:
- Protected Bid Routes: Full-time career mail carriers who are out on approved long-term medical leave or extended leave legally retain ownership of their specific route.

Much like local law enforcement agencies and emergency services, the United States Postal Service is operating under significant workforce pressure nationwide. Local postal workers are frequently working extended 10- to 12-hour shifts and six-day work weeks to keep mail moving across county lines.
When short-staffing collides with employee leave, entire neighborhoods may experience "rotated delivery," where a route is serviced every other day rather than every 24 hours.
